I beg to ask the Under-Secretary for the Colonies whether he has seen the Report in the East Anglian Daily Times of 15th May last, of a meeting held at Leiston under the auspices of the Eye Conservative and Unionist Association, which was addressed by the Honourable Dr. Smartt, Commissioner of Public Works for Cape Colony; to inquire as to the propriety of a delegate to the Colonial Conference attending and speaking at a political meeting during his visit to this country, and further to inquire whether the Colonial Secretary can see his way to address a remonstrance to the Cape Government on the serious breach of etiquette—
