DEWAR (Edinburgh, S.)To ask the Postmaster-General whether, in accordance with his wishes that all telegraphists shall, as far as possible, be given equal opportunities to qualify for promotion, he will direct that all fully qualified telegraphists at Edinburgh shall, 931 by a rotary system, be placed on those writing duties the performance of which are held to be necessary qualifications for the position of overseer.
