Order for consideration, as amended (by the Standing Committee), read.

MR. SPEAKER

called the attention of the House to the fact that by inadvertence an irregularity had been committed by the Standing Committee, in that a clause imposing a Stamp Duty had been inserted in the Bill without the sanction of a Resolution of a Committee of the Whole House, agreed to by the House. It was his duty to recommit the Bill.

LORD BALCARRES (Lancashire, Chorley)

submitted as a point of order that probably the best course would be to recommit the Bill in regard to the particular clause which imposed the charge.

MR. SPEAKER

said that it was his duty to inform the House that in consequence of the irregularity which had been committed by the Standing Committee the Bill must be recommitted.

Bill recommitted to the former Committee in respect of Clause 11.
