LORD BALCARRES (Lancashire, Chorley)

To ask the Chief Secretary to the Lord-Lieutenant of Ireland if it is proposed to permit the Irish Council to perform any administrative function without their having previously submitted the intended course of action in the form of a resolution to the Lord-Lieutenant, or whether the Council will be empowered to act, if they so choose, without reference to the Lord-Lieutenant.
