To ask the Secretary to the Treasury whether he will give a list of the number of cases which have occurred during the last five years in which heads of departments have recommended for the higher posts under their control experienced men risen from the ranks, whilst the Treasury opposed such recommendations on the ground that these higher posts should be filled by men successful in the Higher Division open competitions; and whether he will state in how many cases did the Treasury view prevail.

(Answered by Mr. Runciman.) I am not aware of any such cases. But I cannot undertake to have a search made through the Treasury correspondence of the last five years.
