MR. NIELD (Middlesex, Ealing)

To ask the Prime Minister whether, having regard to the casualties and danger to neutral shipping from mines floating on the high seas, both before and after the cessation of hostilities in the Russo-Japanese War, instructions will be given to the British representatives at the Hague Conference to raise the question, with a view to limiting mining operations to territorial waters.
