I beg to ask the Under-Secretary of State for the Colonies on what date a telegram was sent by the Secretary of State for the Colonies to the Acting-Commissioner at Nairobi, or to the Commissioner for British East Africa, in which the noble Lord said that he presumed that legal proceedings had been taken against the ringleaders in the Nairobi incident.
