I beg to ask the Secretary for Scotland if he has received a memorial from a body of fishermen on the West Coast of Scotland asking that a close time for lobster fishing may be established; and if he is prepared favourably to consider this request.

I have received the memorial which was sent me by my hon. friend. The question was very fully considered in 1905, and it was then decided to make no change in existing policy and practice; and in view of the short lapse of time since the matter was inquired into, there does not appear any justification for modifying the conclusions then arrived at.
