To ask the Secretary to the Treasury whether he is aware that thirty-two commanders and lieutenants of the Royal Navy are to be appointed to superior positions in the Customs staff; what are their qualifications for appointments; and are such apointments, together with that of Commander Graham, in accordance with the Goschen minutes, which guaranteed positions to officer a serving in the Department.

(Answered by Mr. Runciman.) The Answer to the first part of the Question is in the negative. The Board of Customs inform me that they have no such proposal under consideration. As regards that part of the Question which concerns Commander Graham, I have nothing to add to my reply of the 27th March last to the hon. Member fur Gravesend.†
