I beg to ask the Secretary of State for Foreign Affairs whether he has any official information with regard to the action of an officer of the Nicaraguan Array in cutting down the British flag flying over the house of a British subject, Mr. William Collins, living at Salado; and whether the American Government has been thanked forits friendly action in the matter.
