I beg to ask the Secretary to the Treasury has the Treasury made any attempt to ascertain or estimate the proportion of rents of uneconomic holdings in Ireland usually paid with money received from relatives in exile, or the probable consequences of failure of that supply on the occupants becoming nominal purchasers within the zones at prices based upon those uneconomic rents; and will the Treasury consider the advisability of requiring the rule in the Blake-Foster case to be applied in all such cases.

The Answer to the first part of the Question is in the negative. The application of the principles established by the decision in the Blake-Foster case rests with the Estates Commissioners and not with the Treasury, but I am informed that the Commissioners act on those principles in all cases in which in their opinion they apply.
