To ask the Secretary of State for India whether, when the zemindars of Sind were allowed to send one elected member to the Bombay Council, it was provided that no Government official should be allowed to stand as their candidate; whether he is aware that some officials are candidates this year; and whether he will call the attention of the Bombay Government to this breach of the regulations.

(Answered by Mr. Secretary Morley.) The Answer to the first part is, so far as I am aware, in the negative. No such provision is contained in the regulations framed under the Indian Councils Act of 1892. This being so, I have no reason to think that any breach of the regulations has been committed in this respect.
