I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland if he can now state when the next Annual Report of the Estates Commissioners will be issued; will a dissentient Commissioner be allowed to insert in it, as in the last Report, paragraphs impugning the opinion of his colleagues; and what law or precedent is there for this practice.

The Estates Commissioners inform me that the statistics for their Report for the year ending 31st March are in course of preparation, but they cannot yet state when the Report will be ready. I have no reason for assuming that there will be any difference of opinion among the Commissioners as to the terms of their Report, but in such a case it is obviously the right of any Commissioner to express his views on any subject in which he may not be in agreement with his colleagues.
