§ MR. BOWLESI beg to ask the First Lord of the Treasury whether Lord Esher, in his capacity as a member of the Defence Committee, has power to require the production to him of any and all such confidential Papers from the Admiralty, the War Office, and the Foreign Office as he may call for; and, if so, whether Lord Esher exercises this power.
§ SIR H. CAMPBELL-BANNERMANLord Esher receives only Papers which are circulated to the members of the Committee on subjects under discussion, or about to be discussed. He has no power to call for any Papers from any Department of State, and nothing of the nature suggested is possible.
