§ MAJOR ANSTRUTHER-GRAYI beg to ask the Secretary of State for Foreign Affairs whether, in view of the fact that the Russian Consulates in Persia have been strengthened, he will consider the advisability of strengthening the British Consulates so as to bring them, at least, on a par with the Russian Consulates, seeing the moral effect that a prompt display of strength has with the Asiatic peoples.
§ SIR EDWARD GREYHis Majesty's Government see no reason to modify the opinion expressed in my Answer to the Question asked on the 22nd instant by the hon. Member for the Ripon Division of Yorkshire.†Recent changes are very small, and do not involve a moral effect.
