CATHCART WASON (Orkney and Shetland)To ask the Secretary for Scotland, whether, in view of the fact that parish councils cannot use money out of the rates to compel a medical man to provide an assistant for the general benefit of the public, he will put into 1661 operation the powers of the Local Government (Scotland) to protect the interests of the poor.
§ MR. SINCLAIRI am informed that the Local Government Board for Scotland have no authority to see that medical assistance is provided other than for the legal poor; the duty of provision for them lies with the parish council.
