BYLES (Salford, N.)I beg to ask the Secretary of State for Foreign Affairs whether there has been any exchange of views between His Majesty's Government and the Government of the United States on the question of proposing to the forthcoming Hague Conference an international agreement for the reduction or arrest of armaments; and, if not, will he consider the wisdom of approaching President Roosevelt on the subject.
