§ MR. PIKE PEASE (Darlington)On behalf of the noble Lord the Member for the Chorley Division of Lancashire, I beg to ask the First Lord of the Treasury if his attention has been called to the item of £100,000 in Class 4, Vote 1, c. 6, entitled special provision for new schools; if a portion of this sum was included in the Vote on Account; and if, in view of Section 96 of the Education Act of 1870, which specifically forbids Parliamentary grants in aid of building, enlarging, improving, or fitting up elementary schools, he will undertake that no portion of this sum shall be spent until Section 96 is repealed.
§ Sir H. CAMPBELL-BANNERMANNo portion of this sum is included in the Vote on Account, and, as my right hon. friend the President of the Board of Education has already stated, no portion will be spent until such statutory authorisation has been obtained as may be necessary.
