GEORGE FABERTo ask the Secretary of State for War under what 1291 statutory or other authority the War Office has power to take a transfer from the Public Works Loan Commissioners of a debt owing to that body in respect of drill halls and ranges for Volunteer corps, using a surplus from the Army Votes for that purpose, and whether the transfer of the debt has in fact been made, or when it will be made.
§ (Answered by Mr. Secretary Haldane.) The transfer of the mortgages has been effected by an agreement which is a good transfer in equity operating by way of trust. Statutory authority will be taken by means of a clause in the annual Public Works Loans Bill to vest the mortgages thus transferred in equity in the Secretary of State for War for the time being.
