BELLAIRSI beg to ask the Secretary to the Admiralty how many of the thirty-two battleships which have been in full commission and exercised in their respective fleets under the old distribution will shift their fleets under the new distribution; how many will change their crews; and whether all the Admirals commanding the four fleets will be new to their commands.
