To ask the President of the Board of Trade whether any official inquiry has been held and report issued as to the efficacy of inventions for the distribution of oil from vessels on heavy seas, as a preventive of danger; if not, will he consider the advisability of instituting an inquiry on the subject.

(Answered by Mr. Kearley.) No official Inquiry has been held or report issued as to the efficacy of particular inventions for the distribution of oil on heavy seas, but the general question was considered by the Life Saving Appliances Committee which issued its Report in 1889. As at present advised the Board of Trade see no advantage in instituting an inquiry.
