§ MR. BRAMSDON (Portsmouth)I beg to ask the Secretary to the Admiralty whether, in filling lower positions in the Royal dockyards, such as chargemen, recorders, measurers, &c., selections are made from candidates who have qualified for higher positions; and, if not, on what grounds may candidates who have qualified for higher positions be rejected in favour of those who have not passed any qualifying examination.
