To ask the President of the Local Government Board whether, seeing that the granting of exemption certificates to conscientious objectors to vaccination is a matter over which vaccination officers have no control, and that the receipt of exemption certificates entails as much clerical and statistical work upon vaccination officers as do vaccination certificates, he can see his way to insert a clause in the new Vaccination Bill to provide for the payment to vaccination officers of a fee for the registration by them of exemption certificates in the same manner as is now provided for the registration of certificates of successful vaccination.

(Answered by Mr. John Burns.) I have had occasion to consider this matter, and I do not see my way to propose the insertion in the Bill of a clause to the effect suggested.
