SWIFT MACNIELLI beg to ask the Secretary of State for Foreign Affairs whether he will advise the British agent at Cairo to consider the expediency of cancelling Article 89 of the Official Code of Regulations, relating to school organisation and discipline, which enacts that pupils are strictly forbidden, under penalty of expulsion from the schools, to supply any information to newspapers, to write any letters or articles to newspapers, or to become agents for any paper.
