I beg to ask the Prime Minister if it is intended to complete Standing Order 18, subsection (2); and if such will be proposed during the present session.

This torso of a Rule of Procedure as to which the hon. Gentleman questions me is the work of the late Government which was left in this condition in 1903, and several years have passed during which its authors appear to have been so satisfied with its beauty as a work of legislation as to be content to leave it alone. We have not as yet had time at our disposal, even if we possessed the courage, to attempt a suitable solution of the problem handed down to us. † See (4) Debates, clxxv., 88–9
