§ Mr. CAVE (Surrey, Kingston)I beg to ask Mr. Attorney-General whether the powers conferred upon His Majesty by Section 18 of the Appellate Jurisdiction Act, 1876, and Section 6 of the Railway and Canal Traffic Act, 1888, to appoint, on an Address by both Houses of Parliament, additional Judges of the High Court of Justice have been fully exercised, or in what manner and to what extent the same have been exercised; and, if not, whether, in view of the present serious congestion of business in the King's Bench Division and the Court of Appeal, His Majesty's Government will recommend Parliament to present such an address.
