To ask the Secretary of State for War whether during the first two years of the Territorial Army there will be two rates of pay in the Territorial cavalry, i.e., the rate under which the recruits of the two previous years have been enlisted and that of the recruits of the current year; and how he proposes to make this a working arrangement.

(Answered by Mr. Secretary Haldane.) Yes, Sir, there will be two rates of pay, as vested rights are recognised, under Section 28 (2) of the Bill, for the whole of a man's current engagement. The same conditions are not unknown in the Regular Army, and no serious difficulty need be anticipated.
