I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether the Commissioners of National Education in Ireland have refused definitely to remove the restrictions placed by their rules on the teachers of Ireland in connection with their civil rights; and whether the Commissioners were unanimous in such refusal when the matter was last discussed.

Yes, Sir; the Commissioners have definitely refused to make any further modification of their rules relating to the civil rights of teachers, but I have no information as to whether their decision was unanimous.

MR. MURPHY

Will the right hon. Gentleman ascertain if the decision was unanimous?
