§ MR. EDMUND ROBERTSONApparently the hon. Member refers to Article 12 of the King's Regulations and Admiralty Instructions, which is binding upon all officers serving under the Board of Admiralty on shore. There is no reason to suppose that the rule is not strictly observed.
