KING (Cheshire, Knutsford)I beg to ask the Secretary of State for Foreign Affairs whether he can inform the House what instructions have been given to His Majesty's representatives at The Hague on the following points—the bombardment of undefended coast towns by the fleets of belligerents, the seizure and destruction of private property at sea, the publication of loans by belligerent powers in neutral markets, and the obligation of a formal declaration of war.
