REESI beg to ask the Secretary of State for Foreign Affairs whether he can and will use his good offices to ensure that no portion of the £450,000 to £500,000 extra revenue which the Forte will receive in consequence of the increase of the Customs duties to which Britain was the consenting party most concerned, is used as a kilometric guarantee for the further prosecution of the Baghdad railway, unless and until the construction of the Gulf section is guaranteed to this country, together with a proper and preponderating influence in the whole Mesopotamian section.
