§ THE SECRETARY OF STATE FOR WAR (Mr. HALDANE, Haddington)The desirability of a smokeless blank ammunition for Artillery is admitted; but although several designs have been tried, no satisfactory explosive at a reasonable cost has been found. Experiments are, however, being continued.
