FELLI beg to ask Mr. Chancellor of the Exchequer if the promise that existing contracts will be rigidly respected as sacred will safeguard the case of the purchase of land which, although of a present low rental value, has been bought at a high price as prospective building land from the effects of any change in the system of valuation or rating.
