I beg to ask the Secretary of State for the Home Department whether he is aware that the use of gutta-percha points on whips is capable of producing much more suffering than would result from the use of whip-cord; and whether he will give special instructions to the police that any driver violently hitting his horse with a whip pointed with gutta-purcha shall be prosecuted.

The police will take action whenever they see a whip cruelly used. I do not think any special instructions are needed.
