HC Deb 20 February 1907 vol 169 c831
MR. J. RAMSAY MACDONALD

I beg to ask the Secretary of State for Foreign Affairs whether he would request the Consul at Riga to send an official Report on the alleged tortures applied to Russian subjects by the Russian Government in that city, and lay the Report on the Table of the House.

The FINANCIAL SECRETARY to the TREASURY (Mr. Runciman, Dewsbury, for Sir Edward Grey)

My right hon. friend cannot call for reports on allegations which appear in the Press, and which do not affect British subjects or Treaty rights.
