I beg to ask the Secretary for Scotland whether he is aware of the vexation and expense caused to many tradesmen in Scotland by the requirement of a third man with a travelling traction engine; and whether, as the similar requirement in England was abolished bylaw more than seven years ago, he can see his way to introduce a measure to abolish it in Scotland, and put an end to prosecutions in the criminal courts.
