To ask the Postmaster-General if he is aware that dissatisfaction exists among the Glasgow telegraph staff on account of the passing over of admittedly capable officers; whether officers of long service have thereby been constrained to ask for their retirement papers; and whether he will have full inquiry made into the matter.

(Answered by Mr. Sydney Buxton.) Two appeals have recently been made to me by officers who were not promoted. I am satisfied that on each occasion the officers actually selected were the best qualified of the eligible officers.
