LORD BALCARRES (Lancashire, Chorley)

I beg to ask the President of the Board of Education what action is being taken by his Department in respect of salaries owed by the local education authority to teachers in certain non-provided schools in Merionethshire.

MR. McKENNA

I propose to pay the salaries of those teachers whose claims have been certified as correct.

LORD R. CECIL

Under the Default Act?

MR. McKENNA

Certainly. I have no other powers.

MR. LYTTELTON

And what is to be done in the case of those other teachers who have not received their salaries from private sources?

MR. McKENNA

As to the other teachers, I am sorry for them, but the managers refused to pay over their salaries, and the Default Act cannot be put into operation until the managers have paid. We can, therefore, do nothing for them.

LORD BALCARRES

We can assume that the Board of Education will also repay other salaries that have been withheld?

MR. McKENNA

Yes, if the circumstances prove to be the same. But I cannot give a general undertaking.
