MR. FIELD

To ask the Secretary to the Treasury whether, seeing that in making promotions to the more highly paid collectorships and other positions in the Customs Department, the Board of Customs has given prior consideration to the claims of certain persons and has ignored the seniority and efficiency claims of collectors who are Irishmen, he will give instructions that in future promotions the seniority and efficiency claims of all collectors should be considered irrespective of nationality.
