MR. T. F. RICHARDSI beg to ask the Secretary of State for Foreign Affairs whether he can see his way clear to inform the Russian authorities that, unless better treatment is meted out to the Russian, people, this country may deem it necessary to refuse to form any alliance with Russia whatsoever.
