I beg to ask the Secretary of State for India whether he can inform the House when he expects to be able to announce the terms of reference to the Royal Commission on Indian Decentralisation.

I beg also to ask the Secretary of State for India whether he can make any statement before the prorogation as to the institution of the proposed council of notables, and as to the progress made in the correspondence with Calcutta on reform of the legislative councils.

I hope to announce the terms of reference to the Royal Commission on Indian Decentralisation in a few days; and to lay Papers regarding the council of notables and kindred subjects before prorogation.
