SMEATON (Stirlingshire)asked the Prime Minister whether, having regard to the number of incomplete stages of Bills which the Government meant to pass, and the pressure brought to bear upon Members not to discuss Bills, he would consider the expediency of passing a general guillotine Resolution to the effect that on 12th August next all Government Bills which had passed 95 Second Reading should be passed through their various stages—
