§ MR. FETHERSTONHAUGH (Fermanagh, N.)I beg to ask the Secretary of State for War whether he can state the circumstances under which a foreman in the Army Ordnance Department, Dublin District, was promoted to be principal foreman at the Ordnance depot at Carrickfergus over the heads of senior and competent men with greater length of service, both military and civilian; had the foreman promoted any military experience at all; and were the men passed over men with the highest testimonials as to character and efficiency.
§ MR. HALDANEPrincipal foreman T. Kelly, having one of his children, seriously ill at Dublin and being advised by the medical man attending her that she must not return to Carrickfergus, applied for and obtained sanction to exchange places with foreman W. Booth, on the understanding that no expense to the public would be involved. The latter had no military service, but the exchange was recommended by the General Officer Commanding-in-Chief, who doubtless considered this foreman the most suitable.
