I beg to ask the Secretary of State for the Home Department what number of persons have been prosecuted as passive resisters for non- payment of rates in this year; and what has been the number in the years 1904, 1905, and 1906.

As I have several times explained in answer to Questions in this House, it is impossible to give the information asked for, because there is no legal distinction between a "passive resister" and an ordinary rate defaulter.
