To ask the Under-Secretary of State for the Colonies why the provisions of Section 20 of the Finance Act of 1894 have not been made applicable to the Transvaal.

(Answered by Mr. Churchill.) Section 20 of the Finance Act, 1894, cannot be applied to the Transvaal unless and until the law governing the levying of estate duty in that Colony has been modified. This has not been found practicable hitherto. I cannot at present say what
