I beg to ask the Secretary of State for Foreign Affairs whether he is able, in view of the interest in the subject and the perplexity caused by conflicting public statements, to indicate what will be the initial attitude of the Government at the forthcoming Hague Conference towards the proposed limitation of armaments.

The instructions to be given to the British Plenipotentiaries are at present under consideration. I am unable to make any statement on the subject, and in view of the fact that the wishes and intentions of other Governments have to be considered, it is possible that any further statement of the proposals of one Government would give rise to the perplexity which my hon. friend deprecates.
