I beg to ask the Prime Minister whether the Valuation Bills, of which he spoke at the Holborn Restaurant, will provide the basis of rating reform in rural as well as in urban areas and if not, why it is proposed to exclude rural areas from the benefits of this reform.

It is unusual to disclose the character of a Bill before its introduction, and my hon. friend will see, I think, that this is a rule which cannot be broken in the present case.
