I beg to ask the Secretary of State for Foreign Affairs whether he is aware that a contract for public works at Tangier has been given by the Moorish Government to a German firm; whether the circumstances under which it was given are a violation of the Act of Algeciras; and, if so, what steps His Majesty's Government, as one of the signatories of that Convention, propose to take in the matter.

A question of this kind has been raised respecting a particular contract at Tangier. It is one which, no doubt, will be settled on the spot in accordance with the provisions of the Algeciras Act, which every Government desires to uphold.

Will the right hon. Gentleman instruct His Majesty's representative at Tangier to deal with the matter under Section 108 of the Act?

I do not see any need for special instructions on the matter.
