I beg to ask the Prime Minister whether there is any foreign country that gives as favourable treatment to British self-governing Colonies in the matter of tariffs as is given by the United Kingdom; and, if so, what is that country.

I presume that my hon. friend in asking this question is adopting the not unusual course of expressing by a question what is really his own opinion. I am not aware of any country which, on the whole, gives as favourable treatment to our self-governing Colonies as this country.
