§ SIR H. CAMPBELL-BANNERMANI presume that my hon. friend in asking this question is adopting the not unusual course of expressing by a question what is really his own opinion. I am not aware of any country which, on the whole, gives as favourable treatment to our self-governing Colonies as this country.
