I beg to ask the Secretary to the Board of Education whether he will consider the advisability of drawing the attention of county councils to the fact that they have power to pass a by-law exempting children under seven years of age from being compelled to attend school if the school nearest to their home is more than one mile.

My experience of county councils is fortunate enough to lead me to suppose that they do not require to be reminded of their powers, and I do not think there is any occasion to issue a circular such as the hon. Member suggests.
